Kem,
Thanks for putting into word the frustration that is often seen by organizations and those who want to volunteer for them.
As a previous employee for a non-profit and church, one of my biggest frustrations would come when needs were presented, but those presenting the needs were not prepared to inform volunteers and put in place.
I love your above example format and love that it's not a 'policy', but a tool for effective stewardship of our time and the time of our volunteers.
